Saving NIST’s Workforce Act
Sponsored By: Senator Hirono, Mazie K. [D-HI]
Introduced
Summary
A temporary moratorium on reductions in force at the National Institute of Standards and Technology (NIST). The bill would bar NIST from using the federal reduction-in-force procedures in 5 U.S.C. 3501–3504 and 3595 until full-year FY2026 appropriations are enacted. The moratorium applies only to those statutes and ends when full-year FY2026 funding becomes law.

Temporary ban on NIST layoffs
If enacted, the bill would bar NIST from carrying out reductions in force under 5 U.S.C. 3501–3504 and 3595. This ban would last until full-year appropriations for the National Institute of Standards and Technology for fiscal year 2026 are enacted into law. It would be in addition to other adverse personnel authorities, including chapter 75 of title 5. It would not change NIST funding or other personnel authorities beyond that prohibition.
