Summary

Reproductive rights would become a required, standardized section of the U.S. Annual Country Reports on Human Rights Practices. • Families, women, girls, and LGBTQI+ people would get regular, public reporting on barriers to contraception and care, rates and causes of pregnancy-related injuries and deaths, and whether laws criminalize miscarriages or other pregnancy outcomes.
  • U.S. foreign policy and aid work would receive a consistent, rights-based dataset to compare countries and spot policies that expand or restrict reproductive health and rights.
  • The State Department would be required to consult U.S. and local civil society, multilateral health organizations, and relevant U.S. agencies when preparing each country report. This aims to bring expert and local input into how reproductive rights are assessed.

More reproductive rights reporting and consultations

If enacted, the State Department would add detailed reproductive rights information to its Annual Country Reports on Human Rights. Reports would say whether countries promote access to contraception, pregnancy and childbirth care, STI and cancer prevention and treatment, and whether abortion or post-abortion care is expanded, restricted, or criminalized. Reports would list pregnancy-related injuries and deaths, including deaths from unsafe abortions. They would describe coerced care, discrimination in health settings, barriers to family planning for ages 15–49, and disparities by race, language, age, disability, sexual orientation, and other identities. The Secretary of State and other officials would consult U.S. civil society groups, local NGOs, and relevant U.S. agencies when preparing these reports. This would take effect upon enactment.
