Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Grants for community heat resilience

If enacted, the NIHHIS Director would set up a Community Heat Resilience Program within one year. The program would give prizes, contracts, grants, or cooperative agreements to states, tribes, local governments, nonprofits, schools, and centers of excellence. Funded projects could include cool roofs, tree planting, cooling centers, building retrofits, grid resilience, training, and local heat action plans. At least 40 percent of financial assistance each year must go to environmental-justice or low-income communities.

Money to run heat programs

If enacted, the bill would authorize NOAA to receive $20 million per year for FY2026 through FY2030 to carry out NIHHIS activities. It would authorize $500,000 per year for FY2026–FY2028 to contract with the National Academies. It would also authorize Community Heat Resilience Program funding of $10 million (FY2026), $10 million (FY2027), $20 million (FY2028), $30 million (FY2029), and $30 million (FY2030). These are authorizations and do not by themselves appropriate money.

New federal heat data and coordination

If enacted, the bill would create a National Integrated Heat Health Information System inside NOAA to improve heat data, forecasts, and warnings. It would form an interagency committee with agency representatives and three co-chairs from NOAA, HHS, and FEMA. The committee would meet at least quarterly, consult states, tribes, and experts, and publish a five-year strategic plan within two years. The bill would also direct the system to make data openly available when the government can legally share it.

Study on extreme heat gaps

If enacted, NOAA would seek within 120 days to contract with the National Academies to study extreme heat information and response. The Academies would complete the study within three years and identify policy, data, and research gaps and recommendations. NOAA would publish the report and submit it to Congress within 90 days after completion.
