Pay freeze for federal teleworkers

If enacted, this bill would freeze pay growth for many federal teleworkers. You would be a covered employee if you telework at least one day per week or at least 20% of scheduled time under an alternative schedule. Covered employees would be paid at the Rest of U.S. locality rate that exists when they become covered. Covered employees would not get annual adjustments under 5 U.S.C. §5303 or locality adjustments under 5 U.S.C. §5304 after that date. The rule would exclude teleworkers who are disabled and receive reasonable accommodations, Foreign Service members, Federal law enforcement officers, active-duty military, and employees whose official worksite is outside the listed rule. The bill would take effect on the first day of the first full fiscal year after enactment.
