Sponsored By: Senator Husted, Jon [R-OH]

Introduced

Summary

Expanded transparency of program- and institution-level student earnings and loan outcomes. This bill would require the Education Department to expand and annually update the College Scorecard to show program-level and institution-level data for every program eligible for federal student aid.

  • Students and families would see program-level metrics, including median annual earnings for the cohort enrolled 10 years earlier and measures of default and repayment. This helps compare likely long-term earnings across certificates, undergraduate, graduate, and professional programs.
  • Borrowers and parents would get median Federal Direct Stafford, Graduate PLUS, and Parent PLUS loan balances at repayment for program completers and default and repayment rates tied to those loans. That makes debt burdens more visible.
  • Colleges and programs would be listed with institution-level cohort default and repayment rates plus Graduate PLUS and Parent PLUS default and repayment rates. This creates a clearer picture of program and institutional loan performance.
  • Policymakers, researchers, and consumers would gain annually updated data on debt, default, and repayment dynamics to inform choices and oversight.

More college data for students

This bill would require the Education Department to expand and update the College Scorecard each year. It would add institution-level measures like cohort default and repayment rates and PLUS loan default and repayment rates tied to attendance. It would add program-level measures for every aid-eligible certificate, degree, graduate, and professional program. Program measures include median annual earnings for the cohort 10 years before the determination year, median Stafford loan debt at entry to repayment for completers, median Graduate PLUS and Parent PLUS debt where applicable, program completion default rates, and repayment rates measured two years after entering repayment. Repayment rates would exclude private loans and federal loans originated at other schools. If enacted, this could help students, parents, and borrowers compare programs before borrowing.
