GAO checks for duplicate federal programs

If enacted, the bill would require the Comptroller General (GAO) to review every covered bill or joint resolution reported by any congressional committee for risks of creating new duplicative or overlapping federal programs, offices, or initiatives. It would define key terms, including covered bill, the CBO Director, existing duplicative features, and new duplicative features. To the extent practicable, GAO would determine whether a covered bill creates a risk of a new duplicative feature. If the risk warrants, GAO would identify the new program or office, cite the bill section that creates it, point to the GAO duplication report that shows the existing overlap, send this information to the CBO Director and the reporting committee, and publish it on GAO’s website. The CBO Director could include GAO’s findings as a supplement to the CBO cost estimate under section 402, and could submit that supplement later if GAO provides the information after the original estimate. The amendment would take effect on the earlier of (1) 60 days after the OMB Director next updates certain website information under 31 U.S.C. 1122(a), or (2) the date a new Congress begins if that date is more than one year after enactment.
