- South African officials and ANC leaders would face a mandated, classified review to identify people who meet Magnitsky Act criteria for corruption or human rights abuses. For each person the report must explain the conduct and give either an expected sanctions timeline or a justification for not sanctioning them.
- Trade and exporters in South Africa would be at risk if the President certifies that South Africa undermines U.S. security or policy interests. The bill authorizes ending eligibility for the African Growth and Opportunity Act or related Trade Act benefits.
- U.S. policymakers would get a required, comprehensive presidential review and two reports to Congress within 120 days, including an unclassified summary and a classified annex that detail findings and the certification decision.
