Measuring the Cost of Disasters Act of 2025
Sponsored By: Senator Welch, Peter [D-VT]
Introduced
Summary
Establishes a public, searchable NOAA database of U.S. "billion-dollar disasters" to track estimated costs, types, locations, dates, and national trends. This bill would require the NOAA Administrator to build and maintain a public webpage and database, update it at least every six months, include visual graphs and maps like those from the National Centers for Environmental Information (NCEI), and preserve the NCEI archive for 1980 through 2024 for research and public access.

- Families and local communities can look up each event's estimated cost, type, location, and date to better understand local risk; a "billion-dollar disaster" is defined as $1 billion or more in combined direct and market costs.
- Researchers and journalists gain access to archived NCEI data from 1980 through 2024 and mapping tools for trend analysis and reporting.
- Emergency managers and policymakers benefit from a centralized resource NOAA may update with partner data and optionally include non‑billion‑dollar events when useful for planning and response.

NOAA public database of billion-dollar disasters
This bill would require the NOAA Administrator to create and maintain a public database and webpage for every U.S. billion‑dollar disaster. The site would be updated at least twice a year. Each entry would list the estimated cost, disaster type, location, date or dates, and other information NOAA chooses. The webpage would include maps and graphs like the NCEI tools from 1980–2024. The bill would define a "billion‑dollar disaster" as a storm or severe weather event with $1 billion or more in combined direct and market costs as determined by NCEI. NOAA could work with federal and non‑federal partners, include non‑billion‑dollar events at its discretion, and would keep the prior NCEI database online for archive and research.
