Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
New Presidential Management Fellows program
If enacted, the bill would create a modernized Presidential Management Fellows program for recent advanced‑degree holders. Agencies could hire Fellows for two years in Schedule D excepted service at GS‑09, GS‑11, or GS‑12 (or equivalent). Fellows would get at least 80 hours of formal interactive training each year, a managerial mentor within 90 days, and a 120–180 day developmental assignment. Applicants must have completed an advanced degree within two years or expect one by August 31. The Director must report to Congress within three years and at least every three years after. The bill would also require the Director to double the number of PMF positions in each fiscal year 2026–2031 to 200% of the pre‑Act baseline.
Student and intern hiring, pay, conversion
If enacted, OPM would set up a student recruitment and appointment program within one year. The program would get $15,000,000 per year for fiscal years 2026–2030. At least 30% of each year’s money would target minority‑serving, junior/community, and land‑grant colleges. Interns in Executive agencies would be paid at least $15 per hour, with the rate adjusted every January 30 by the annual change in the U.S. city‑average Consumer Price Index. The bill would also let OPM make rules so non‑Pathways interns can be eligible for noncompetitive conversion to the competitive service where practicable.
Federal Executive Boards for regional offices
If enacted, OPM would establish or continue Federal Executive Boards in specified metropolitan areas to support regional field operations. Boards would adopt bylaws, elect a Chair, submit work plans by July 1, and send annual reports by January 1. Agency heads would name regional officers and representatives in writing. Boards could run outreach, cooperative agreements, pooled services, local training, and emergency support. The Director may add, merge, or dissolve Boards and convene regional or national meetings.
