Grasslands Grazing Act of 2025
Sponsored By: Senator Barrasso, John [R-WY]
In Committee
Summary
Treat National Grasslands the same as other National Forest System land for grazing. This bill would amend section 402(a) of the Federal Land Policy and Management Act by replacing the phrase "lands within National Forests in the sixteen contiguous Western States" with "National Forest System land" as defined in the Forest and Rangeland Renewable Resources Planning Act. That change brings National Grasslands into the FLPMA category used for grazing leases and permits and aligns ranchers on grasslands with permittees on other Federal land. The amendment would not change other FLPMA provisions for national grasslands, and it would not affect title III of the Bankhead-Jones Farm Tenant Act or section 11 of the Public Rangelands Improvement Act of 1978.

More grazing access on federal grasslands
If enacted, this bill would expand which federal lands can be leased for grazing. Ranchers and small farm owners would be able to apply for grazing leases and permits on National Forest System land. This change would include national grasslands in the eligible category under FLPMA section 402. The bill would not change any other part of FLPMA for national grasslands besides section 402. It would also not affect Title III of the Bankhead-Jones Farm Tenant Act or section 11 of the Public Rangelands Improvement Act of 1978.
