Limits DOT rules on highway grants

This bill would stop the Secretary of Transportation from making new rules or performance measures for the highway safety grant programs under sections 402 and 405 of title 23, United States Code, if those rules were not in effect before enactment. It would also require the Secretary to ease or remove any administrative requirement for those grants that is not explicitly authorized or required by an Act of Congress. The prohibition would apply notwithstanding any other law. If enacted, the rule change would take effect on the date of enactment and directly affect the Secretary and state and local grantees that get money under sections 402 and 405.
