FASTER Act
Sponsored By: Senator Markey, Edward J. [D-MA]
Introduced
Summary
Directs passenger aviation security fees into a dedicated Treasury account to fund screening costs. The bill would repeal the rule that sent part of those fees to the Treasury general fund and instead require the fees be deposited in a separate account that the Transportation Security Administration (TSA) Administrator can spend to pay the costs of the activities and services the fee supports, notwithstanding certain title 31 restrictions including the Anti-Deficiency Act.

- Travelers: Passenger-paid aviation security fees would be kept in a dedicated Treasury account and used specifically for aviation security screening rather than being deposited into the general fund.
- TSA and screeners: The TSA Administrator would have direct access to that account to pay for screening activities and services funded by the fee.
- Federal budget rules: The bill removes the offsetting receipt and general fund deposit requirement for these fees and makes the revenues available despite some limitations in title 31.

Aviation fees reserved for security screening
If enacted, the bill would require aviation security fees to go into a separate Treasury account. That account would be available to the Administrator to spend despite other laws, including the Anti-Deficiency Act. Money from the account could only pay costs of the screening activities and services the fee covers. The bill would also remove parts of current law that sent part of fee revenue to the Treasury general fund. These changes would take effect upon enactment.
