The report must state the legal basis and goals and include evidence behind that assessment. It must describe effects on the situation and any interactions between Guard members and civilians. It must include reports from local and State law enforcement, an estimate of the total federal cost including indirect Department of Defense costs, and a certification that the deployment will not interfere with the military’s ability to respond to disasters covered by the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The reporting requirement does not apply to Guard use under a presidential Stafford Act declaration for natural disasters or other weather-related events.

Reports on domestic National Guard use
This bill would require the President to send Congress a report within 15 days after deploying National Guard members inside the United States under title 10 or any other authority. It would have to describe effects on the situation, including any interactions between Guard members and civilians engaged in or threatening violence. The report would include state and local law enforcement reports about those interactions and their view on the propriety of the deployment. The report would estimate the total federal cost, including indirect Department of Defense costs. The President would also have to certify that the deployment would not interfere with the Armed Forces' ability to respond to a Stafford Act disaster.
