Federal grants for campus anti-harassment
This bill would create a competitive grant program run by the Education Department. It would authorize $50,000,000 per year for each fiscal year 2026 through 2031. Colleges, consortia, and college partnerships with nonprofits could apply. Grants would fund prevention, counseling, redress services, and training for students, faculty, and staff. Awards would last up to 3 years and can be renewed once for up to 2 more years. Grantees must evaluate programs and report within 6 months after the grant ends. The Secretary would report to Congress annually and publish an evidence-based best-practices guide.
New college anti-harassment policies
This bill would require most colleges that take federal funds to make and share a written anti-harassment policy. The policy would ban harassment based on race, sex (including sexual orientation and gender identity), disability, religion, and other listed traits. It would cover campus spaces, dorms, public and noncampus property, school activities, institution email and networks, and harassment carried out through electronic messaging and mobile services. Schools would have to explain how to report, name a staff contact to track reports, state possible sanctions, tell both accuser and accused the outcome, and notify about counseling and mental-health services. Schools must also report each identified pattern of harassment and the action taken.
