Block foreign rulings tied to U.S. sanctions

This bill would block most private efforts to enforce some foreign court judgments or arbitration awards in U.S. courts. It would apply when the case grew out of someone following U.S. sanctions that made a contract hard to perform, or when a foreign court claimed power because of U.S. sanctions or export controls, including foreign laws passed in response. Any defendant would be able to move such a case to federal court, and the court would have to dismiss it. The rule would not limit the U.S. government’s own cases. It would not cut off listed rights for victims of terrorism, torture, extrajudicial killing, aircraft sabotage, or hostage taking. It would also leave contract disputes decided inside the United States, and other state or federal rights, in place; only enforcement of the covered foreign rulings would be barred. The bill would define “U.S. sanctions” to include measures under the International Emergency Economic Powers Act and other export‑control laws, and not import duties. It would apply to civil actions pending on or after the date of enactment.
