Non-Essential Workers Transparency Act
Sponsored By: Senator Ernst, Joni [R-IA]
Introduced
Summary
Furlough transparency. This bill would create a standardized reporting system that forces Executive agencies to disclose workforce and payroll data after any lapse in appropriations, showing who was furloughed and how much was paid to covered and noncovered staff.
Show full summary
- Workers: Agencies must report the number of furloughed employees and the sum of their annual basic pay. Reports also include contract employees, so furlough counts cover both federal staff and contractors.
- Executive agencies: The agency's Under Secretary or equivalent would electronically submit a report within 30 days after a covered period ends. Reports must list total employees as of the day before the lapse and total salary spending in the prior fiscal year.
- Congress and the Office of Personnel Management: Committees must publish each agency report on their website within 30 days of receipt. The Office of Personnel Management must consolidate all agency reports for the same covered period and publish the consolidated report within 60 days.
