Bill Overview
Analyzed Economic Effects
3 provisions identified: 0 benefits, 1 costs, 2 mixed.
New foreign-agent registration rules
If enacted, agents working for foreign corporate or government principals that are owned or controlled by certain listed countries would no longer qualify for some FARA exemptions. The bill would remove the exemptions in subsections (d)(1), (d)(2), and (h) for those agents. Those agents would need to register and disclose under the Foreign Agents Registration Act starting upon enactment.
Five-year sunset on changes
If enacted, the bill's amendments would end five years after the date of enactment. That means the new FARA exemption limits and the new country-review process would stop on that date unless Congress passes a new law to extend them.
New process to change country list
If enacted, the Secretary of State, after consulting the Attorney General, would be able to propose adding or removing countries from the statutory "country of concern" list. Any proposal would have to be sent to the Senate Foreign Relations Committee chair and ranking member and the House Judiciary Committee chair and ranking member. A change would take effect only after Congress enacts a special joint resolution that meets the bill's form rules, and the resolution would be referred to the listed committee depending on whether it starts in the Senate or House.
