- Civilian defense and intelligence workers: Would provide pay and allowances for civilian employees at the Department of Defense, the Coast Guard, the Office of the Director of National Intelligence, and the Central Intelligence Agency during funding lapses.
- Intelligence authorization treatment: Funds used for intelligence and intelligence-related activities would be treated as specifically authorized by Congress under section 504 of the National Security Act until an FY2026 Intelligence Authorization Act is enacted.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Keep military and civilian pay
This bill would provide whatever sums are necessary to keep pay and allowances flowing during any FY2026 funding gap. It would cover members of the Armed Forces (10 U.S.C. 101(a)(4)), reserve members doing active service or inactive-duty training (10 U.S.C. 101(d)), and civilian employees of the Department of Defense, the Coast Guard, the Office of the Director of National Intelligence, and the Central Intelligence Agency. The authority would apply only while interim or full-year FY2026 appropriations are not in effect. It would end when Congress enacts an appropriation for these purposes, when Congress enacts an appropriations law without such funding, or on September 30, 2026, whichever happens first.
Treat intelligence funds as authorized
This bill would treat funds in this Act for intelligence and intelligence-related activities as specifically authorized under section 504 of the National Security Act (50 U.S.C. 3094) during fiscal year 2026. That would let intelligence agencies use those funds until Congress enacts the FY2026 Intelligence Authorization Act. It would apply only to funds appropriated by or transferred within this Act.
