- Parents and students would get public, disaggregated reports on student performance and on how federal funds were used to reduce disparities, with the first report due within 1 year of a state's plan and then annually.
- States and local education agencies would be allowed to set their own spending priorities across eligible Elementary and Secondary Education Act programs and must remove fiscal and accounting barriers that hinder local consolidation. A state's declaration could last up to 5 years.
- The bill would cap administrative expenses for a state plan at 1% of consolidated federal funds or 3% if the plan excludes Title I Part A, and it requires assurances of compliance with federal civil rights laws and equitable participation for private school students and teachers.

States could combine federal school funds
This bill would let a State submit a declaration to the Education Secretary to receive many federal K–12 funds in one pool. A declaration could last up to 5 years. If the Secretary does not act within 60 days, the declaration would be treated as approved. Funds could be used for any education purpose allowed by State law, but programs funded under the Individuals with Disabilities Education Act could not be included. State administrative costs would be limited to 1% of the pooled funds, or 3% if Title I Part A is not included. States would have to remove state accounting barriers, allow private school participation, and publish an annual report starting within one year.
