No Nuclear Testing Act of 2025
Sponsored By: Senator Markey, Edward J. [D-MA]
Introduced
Summary
Bars federal funding for explosive nuclear weapons tests that produce any yield. The No Nuclear Testing Act of 2025 would prohibit obligating or spending funds authorized for fiscal year 2026 from being used to conduct or prepare any explosive nuclear weapons test that produces any yield. It would also bar spending earlier-authorized funds that are available to be obligated at enactment for those tests. The bill preserves nuclear stockpile stewardship activities that are consistent with a zero-yield standard and other legal requirements.

Ban on explosive nuclear testing
If enacted, the bill would bar the government from using funds to conduct or prepare for any explosive nuclear weapons test that produces a yield. The ban would apply to funds authorized for fiscal year 2026 and to earlier-year funds still available for obligation when the bill is signed. It would cover Defense Department components, the National Nuclear Security Administration, national laboratories, and their contractors. The bill would not limit stockpile stewardship work that follows the zero-yield standard and other legal requirements. This change would take effect upon enactment.
