- People seeking entry to the United States could be denied admission if convicted of or admitting to fraud against the federal government or unlawful receipt of public benefits.
- Noncitizens inside the United States could be placed in deportation proceedings on the same grounds after a conviction, an admission, or a conspiracy finding.
- Because the bill references PRWORA definitions it covers federal and state or local public benefits, so benefit use or fraud at multiple government levels is in scope.
