Summary
Keeping command and control leadership boards updated is the bill's main goal. It would require the Department of Defense to report and certify that all command and control leadership boards reflect the current Commander-in-Chief and other leadership changes.

- Department of Defense officials would have to certify compliance and send an initial report by January 31, 2026, documenting updates made during the prior calendar year. The DoD must also file a follow-up certification within 120 days after a Presidential inauguration or the confirmation of a new Secretary of Defense.
- The President and the Secretary of Defense would receive those certifications showing whether leadership boards were updated to reflect the current Commander-in-Chief and related leadership changes.
- The same reports would go to the congressional defense committees, as defined in 10 U.S.C. 101(a)(16), so Congress would get formal notice of the updates and certifications.
