  • Would bar voluntary and assessed U.S. contributions to the United Nations for assistance in Afghanistan until the Secretary of State makes the required certifications.
  • Would require the Secretary of State to certify two things: that no U.S. funds are used in UN cash shipments into Afghanistan and that such shipments do not result in funds going to specially designated global terrorist organizations or foreign terrorist organizations.
  • Would force revocation and reporting if a certification proves inaccurate, requiring the Secretary to revoke the certification and notify the four specified congressional committees with a detailed justification.
  • Clarifies who counts as the "appropriate congressional committees" and ties the terrorist definitions to existing law and Executive Order 13224.

Block U.S. UN Aid to Afghanistan

This bill would stop U.S. voluntary or assessed payments to the United Nations for operations in Afghanistan until the Secretary of State certifies certain conditions. The Secretary would have to certify that no U.S. funds are used in U.N. cash shipments into Afghanistan. The certification would also have to say that no specially designated global terrorist organization and no foreign terrorist organization received funds from those cash shipments. If the Secretary later finds a certification was wrong, they would have to revoke it and notify the Senate Foreign Relations and Appropriations Committees and the House Foreign Affairs and Appropriations Committees with a detailed justification.
