Introduced
Summary
This bill would let authorized stores give discounts and incentives to SNAP participants during a lapse in appropriations. It amends Section 9(j) of the Food and Nutrition Act of 2008 to define a “covered period” as a lapse in Agriculture funding when SNAP benefits are suspended or reduced and to allow authorized retail food stores to offer incentives without a waiver or being treated as violating 7 C.F.R. 278.2(b) for that period.

Grocery discounts for SNAP families
If enacted, during a "covered period" authorized stores could offer discounts or other incentives to SNAP participants without a waiver. A covered period is when USDA appropriations lapse and SNAP benefits are fully or partially unavailable. The incentive would be effective for the entire covered period. These incentives would not count as violating the SNAP equal-treatment rule. You must be enrolled in SNAP and shop at a participating authorized store to get the discount. If enacted, this would take effect upon enactment.
