Keep Head Start Funded Act of 2025
Sponsored By: Senator Baldwin, Tammy [D-WI]
Introduced
Summary
Provides continuing funding for Head Start programs during FY2026 funding gaps. This bill would provide continuing appropriations from Treasury as needed to carry out Head Start activities at the same levels funded in fiscal year 2025 under Public Law 119-4. Those expenditures would be charged to the applicable appropriation or fund whenever a later law enacts such appropriations. The authority would take effect as if enacted on September 30, 2025 and would end on the earliest of a new appropriation for these purposes, enactment of Department of Health and Human Services appropriations that exclude these funds, or September 30, 2026.

Keep Head Start funded during lapse
If Congress has not passed FY2026 funding, your child's Head Start program would keep running. The bill would provide from the Treasury such sums as are necessary. Those funds would cover Head Start projects that ran in FY2025 funded by Public Law 119-4. It would take effect as if enacted on September 30, 2025. Money and authority would stop at the earliest of three events. Those are: Congress passing funding for the same purposes; Congress passing HHS appropriations without these purposes; or September 30, 2026. Any spending under this authority would later be charged to the applicable appropriation when Congress enacts that appropriation.
