Clearance loss for veterans and Defense civilians
This bill would require the Secretary of Defense to suspend or revoke security clearances or access eligibility. It would target retired or separated armed forces members and Department of Defense civilian employees. The loss would apply if they lobby for a company the Secretary lists as a Chinese military company. The company must also be on the Treasury Non‑SDN Chinese Military‑Industrial Complex Companies List. The bill would use Lobbying Disclosure Act definitions for lobbying activities and contacts, with one clause excluded. The Secretary could waive the prohibition for an individual for up to 180 days. To waive, the Secretary must certify to the congressional defense committees that it serves national security. The rule would apply notwithstanding any other law.
