Members can meet constituents at VA
If enacted, Members of Congress could ask the VA to let them use space in VA facilities to meet constituents. The VA Secretary and the GSA Administrator would jointly identify available spaces. The Secretary would have to issue rules within 90 days after enactment. Rules would require space be open during normal business hours and be visible and accessible to constituents. Rent would be paid from a Member's Representational Allowance or a Senator's Official Personnel and Office Expense account and be similar to local GSA office rates. Rules would require compliance with the Hatch Act and ban campaigning, soliciting changes to federal law or policy, and activities that interfere with security or operations. Rules would bar photographing or recording a veteran patient, or photographing a patient, visitor, or employee without consent, and would prohibit photos for campaign materials. Members could not use a facility during the 60-day period before a federal election in that facility's jurisdiction. Rules could not unreasonably block use of underused space if it would not impede VA operations.
