Introduced

Summary

This bill would _bar federal grants_ to U.S. states, territories, the District of Columbia, and local governments that arrest, detain, or otherwise deprive the liberty of current or former foreign officials from NATO or a Major Non‑NATO Ally based solely on an International Criminal Court warrant, indictment, summons, or similar process. States lose grants for ICC cooperation

If enacted, this bill would stop the Attorney General from awarding, renewing, or extending federal grants to a State, territory, D.C., or local government for four years when a public official arrests or detains a foreign official of a NATO member or a Major Non‑NATO Ally based only on an International Criminal Court warrant, indictment, summons, or similar process. The ban would also apply if the jurisdiction cooperates with or helps the International Criminal Court carry out such an arrest or detention. The four-year ban would begin in the fiscal year starting on the first October 1 after enactment and apply in each fiscal year after. The Attorney General could waive the ban for a specific grant if the President certifies to the Senate Judiciary, Senate Foreign Relations, Senate Armed Services, House Judiciary, House Foreign Affairs, and House Armed Services Committees that the action was essential to U.S. national security and supplies a detailed justification.
