Wintergreen emergency egress route

This bill would require the Interior Department to create a specific emergency exit route on the Blue Ridge Parkway near Wintergreen, Virginia (near Milepost 9.6). The route is shown on a September 2024 map titled "Blue Ridge Parkway, Proposed Wintergreen Emergency Egress Near Milepost 9.6," map number 601/194,694. The Secretary would only issue the right-of-way after reporting to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources that: (A) an alternatives evaluation avoiding Federal land (including whether trails can be converted to roads) is complete; (B) a fire-ecology analysis for the route is complete; and (C) required reviews under NEPA and division A of subtitle III of title 54 are complete. If those reports are done and the route matches the map, the Secretary would issue the right-of-way. If enacted, this could improve evacuation options for nearby homes and businesses.
