Cargo security technology pilot

This bill would direct the TSA Administrator, with the Transportation Secretary, to run a pilot to test advanced cargo security and law enforcement technologies. The pilot would give grants to eligible consortia made up of private transportation entities plus at least one State or local law enforcement partner and rail police where applicable. The TSA would pick up to six intermodal hubs or rail yards as pilot sites within one year, with no more than one site per State and no use of technology from a named foreign entity of concern. Grants could pay for buying and installing technology, training staff, linking with Federal data, oversight, and evaluation. Each site would stop participating three years after its first deployment; TSA must report to Congress within two years after first deployment and GAO must evaluate the finished pilot within one year after all sites end.
