Bill Overview
Analyzed Economic Effects
4 provisions identified: 2 benefits, 2 costs, 0 mixed.
Higher Marketplace premium tax credits
If enacted, this bill would expand premium tax credits for people who buy Marketplace coverage. It would let credits reach up to 600 percent of the poverty level for tax years starting after December 31, 2026. The bill would add new percentage bands (for example 8.5%, 10.5%, 12.5%, 14.5%, and 16.5% in specified income ranges) described as applying from January 1, 2028. It would also limit monthly assistance so it cannot be more than your monthly premium minus $5 for tax years starting after December 31, 2025.
Abortion coverage blocked in Marketplace plans
If enacted, the bill would say a health plan that provides abortion benefits generally would not count as a Marketplace qualified health plan. Two exceptions would remain: coverage when the mother's life is endangered and when the pregnancy is from rape or incest. If you need or want abortion coverage, fewer Marketplace plans may offer it and your costs could rise.
Reduced cost-sharing limited to citizens
If enacted, the bill would make reduced cost-sharing (CSR) eligibility depend on U.S. citizenship rather than lawful presence for plan years that begin after December 31, 2025. If you are not a U.S. citizen, you would no longer qualify for CSR help for those plan years. This could raise out-of-pocket costs for noncitizen enrollees who previously got CSR.
Funding for reduced cost-sharing payments
If enacted, the bill would let the Treasury provide whatever sums are needed to make reduced cost-sharing (CSR) payments for Marketplace plan years that start on or after January 1, 2027. This would support lower out-of-pocket costs for enrollees who remain eligible under the program rules.
