Congressional notice before National Guard federalization

If enacted, the President would notify Congress in writing at least 24 hours before federalizing a State National Guard unit. The notice would give a good-faith justification. It would say if the reason is an invasion, rebellion, or a failure to enforce federal law. It must name places, dates, involved persons or foreign powers, and why regular forces cannot act. The notice would list the units' training and any limits under the Posse Comitatus Act (18 U.S.C. § 1385). It would describe the chain of command and communications with state and local forces. If a deployment lasts more than 48 hours, the President would send a written notice to continue. After that, the President would update Congress in writing every 72 hours about any changes.
