New background-check rules for gun buyers

If enacted, this bill would change federal background-check rules for firearm transfers. It would rewrite parts of the statute that control when a transfer may go forward, including removing a clause, changing an "or" to "and", deleting a subparagraph, and redesignating another subparagraph. It would narrow which older Bipartisan Safer Communities Act provisions are restored and remove the phrase "but in no case more than 10 business days." That would eliminate the statutory 10-business-day cap on background-check processing. These changes would take effect upon enactment and could let some buyers and licensed dealers finish transfers sooner while also giving agencies or dealers more discretion and possibly lengthening waits for others.
