Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

CPSC drowning prevention staffing

If enacted, the bill would require the Consumer Product Safety Commission to appoint a Director of Drowning Prevention to coordinate pool and spa safety work. The Commission would also need to ensure more than one full-time equivalent staff are dedicated to these activities and the grant program. This aims to strengthen program management and outreach.

National pool safety education program

If enacted, the bill would require the Commission to run an Education and Awareness Program about drowning and entrapment prevention for pools and spas. The program would make materials for manufacturers, retailers, pool owners and operators, consumers, States, Tribes, and nonprofits, and run a national media campaign. It would include special outreach to historically disadvantaged communities with higher drowning rates. The bill would also authorize $2,500,000 per year for fiscal years 2026 through 2030 to carry out this program.

Swimming pool safety grant funding

If enacted, the bill would authorize $2,500,000 to be appropriated to the Consumer Product Safety Commission for each fiscal year 2026 through 2030 to carry out the Swimming Pool Safety Grant Program. Actual grants and spending would depend on later appropriations by Congress. This funding would support grants and program administration during those years.

New pool and spa grant rules

If enacted, the bill would create rules for a new Swimming Pool Safety Grant Program. It would let States, Indian Tribes, and qualifying 501(c)(3) nonprofits apply for grants. States or Tribes (and States where nonprofits would operate) must have and enforce a qualifying pool-safety statute to be eligible. For States and Tribes at least 25% of grant money must fund hiring, training, enforcement, inspections, and drain-cover repairs, with the rest used for education and related admin costs. Nonprofit grants must be used for public education and related admin costs. The Commission would set award amounts using factors like population, enforcement needs, and number of people to be educated. The Commission would prioritize geographic diversity, underserved or rural areas, new grantees, and areas with higher per-capita drowning rates, and it would run outreach and require grantees to file reports within 90 days after project end.
