Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 0 costs, 3 mixed.

Local special account for sale proceeds

If enacted, proceeds from the specified land sales would be deposited into the Carson City Special Account. Money in the Account would earn interest and be available to the Interior Secretary without more appropriations. The Account could reimburse sale-preparation costs, reimburse the City for its preparation costs, buy environmentally sensitive land in Carson City, fund wildlife habitat and wildfire projects, pay for BLM and Forest Service capital improvements in the City, and support City education purposes. The City and BLM would set the Account rules by agreement.

City can contract with private operators

If enacted, Carson City would be allowed to enter into agreements with third parties to operate parks, the gun club, the golf course, and similar public uses. The City would not have to get an appraisal before signing these agreements. Agreements may cover all or part of a site. If a for-profit operator earns net profits, those profits would have to go into the Carson City Special Account or be reinvested in the property.

City land transfers for parks and roads

If enacted, the Secretary would transfer about 1,270 acres to Carson City for public uses like parks and flood control. The Secretary would also convey about 0.5 acres for a roadway. Carson City would pay surveys, appraisals, environmental response, and closing costs. The City would have to build a crosswalk across South Curry Street within 2 years after that conveyance. Parcels could revert to the United States if they stop being used for the required public purposes, and the bill adds an extra reversion trigger.

Federal land sales and deadlines

If enacted, the Secretary would be required to offer about 356 acres (Category 2) for sale to qualified bidders. If a qualified bidder exists, the Secretary would have to make that offer within 1 year after enactment. Carson City could offer about 21 and 24 acres to the Secretary, and the Secretary would have to accept an offer within 1 year and then sell those parcels to qualified bidders. The City would pay costs to convey City land to the Secretary, and buyers would pay disposal costs. The City would keep specified easements after the sales.
