Relocation study for federal agencies in DC

This bill would create a Commission to study moving non-security federal agencies out of the Washington, DC metro area. Covered agencies would be those the President determines are not security-related. The Commission would include senior White House officials, OPM, GAO, OMB, and many Cabinet and agency heads. It would have to report to Congress not later than 1 year after enactment and consult state and local stakeholders. The Commission would weigh factors such as local cost of living, available land and technology infrastructure, related local industries, whether at least 50% of an agency's workforce teleworked at any time in the prior 5 years, and Opportunity Zone or Public Works Act criteria. The Commission would prioritize a goal of transferring not fewer than 100,000 covered-agency employees outside the DC metro area. This bill would not itself authorize new funding.
