In Committee
Summary
Creates a multi-party consent rule for extending the Regional Water System's completion deadlines. This bill would amend Section 623(g) of the Aamodt Litigation Settlement Act to allow extensions of the dates tied to substantial completion only if the Pueblo governments, the United States (acting through the Secretary), the State, the City, and the County all jointly agree that an extension is reasonably necessary.
Show full summary
- Pueblo governments — Would be a required party to any extension, so their agreement is needed before deadlines move.
- Federal and local officials — The United States (through the Secretary), the State, the City, and the County would have to jointly approve extensions, preventing unilateral date changes.
- Regional Water System timeline — Extensions would be tied to a joint determination of substantial completion and allowed only by mutual consent among the listed parties.

Local agreement to extend water deadline
If enacted, this bill would let the dates for substantial completion of the Regional Water System (the dates in subsection (e)) be extended only when all listed parties jointly agree. The parties are the Pueblo governments, the United States (acting through the Secretary), the State, the City, and the County. An extension would be allowed only if those parties all agree an extension is reasonably necessary. This change would take effect upon enactment and does not create new funding or automatic extensions.
