Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Protect funding for unaffected organizations
If enacted, the bill would make clear it does not stop U.S. financial help to entities that are not controlled by an agent of a covered foreign principal. It would also say it does not terminate foreign assistance defined in the Foreign Assistance Act (22 U.S.C. 2394(b)(1)). These protections would take effect upon enactment.
Stop U.S. funding to foreign-controlled groups
If enacted, the bill would bar U.S. government money from going to any entity that is controlled by an agent of a listed foreign principal. This would cover direct funding like contracts, grants, loans, and cooperative agreements. It would also block indirect funding paid through vouchers or certificates when the provider is controlled as defined. The bill would define "agent" to include diplomats, known foreign officials, lobbyists who must register, and persons covered by 18 U.S.C. 951. The bill would define "controlled" by reference to 31 C.F.R. 80.208 and add an ownership test. The list of covered nations would include China, Russia, Iran, and North Korea, among others.
