Sponsored By: Senator Duckworth, Tammy [D-IL]
Introduced
Summary
Strengthening Inspector General independence. - Inspectors General and watchdog offices: Would make it harder for an appointing President to place their own political appointees into IG roles. That aims to protect the impartiality of federal oversight.
- Presidents and administrations: Limits who the President may nominate to IG posts by excluding current political appointees and appointees who served under the same President.
- Agencies and hiring practices: Agencies will need to identify nominees who are not political appointees under the appointing President when filling IG vacancies.

Block political appointees from Inspector General
If enacted, the bill would bar the President from nominating someone to be an Inspector General if that person is serving as a political appointee on the nomination date. It would also bar nomination of anyone who previously served as a political appointee under the same President. The bill would say the Inspector General job itself is not a political appointment for this rule. The change would take effect upon enactment.
