Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Federal funding cap and deadline

If enacted, Federal spending on the feasibility study would be limited to not more than $10,000,000. The Federal share of total study costs would not exceed 50 percent, so non‑Federal partners would cover at least half. The Secretary would have to identify funds for the Federal share within 90 days after enactment. The authority to carry out the study would expire five years after enactment.

Regional water study for communities

If enacted, the Secretary of the Interior would run a Bureau of Reclamation feasibility study for the Lewis and Clark water expansion. The Secretary would work with the Lewis and Clark Regional Water System, Inc. or a nonprofit successor and consult federal, state, Tribal, regional, and local governments. After the study, the Secretary would prepare a feasibility report, send it to the House Natural Resources and Senate Energy and Natural Resources Committees, and make the report public. The report would assess technical and financial feasibility and must recommend a non‑Federal construction share of at least 25 percent.
