Summary

Lets eligible public libraries accept passport applications and keep the execution fee. This bill would let nonprofit or charitable public libraries serve as passport acceptance facilities and creates a short transitional authorization for libraries that previously served in that role.

Show full summary
  • Public libraries: Nonprofit, charitable, or trust-organized public libraries could collect and retain the passport execution fee when they accept applications. This gives qualifying libraries a small local revenue stream.
  • Passport applicants and households: People in communities with qualifying libraries would gain more local places to submit passport applications, potentially reducing travel and delays.
  • State Department and Congress: The Secretary of State would be required to authorize previously serving libraries quickly and submit a report to relevant congressional committees within 30 days explaining compliance or reasons for noncompliance.

More passport services at libraries

If enacted, the bill would let the Secretary of State authorize certain public libraries to serve as passport acceptance facilities. Libraries must be organized as a nonprofit, charitable organization, trust, or similar nongovernmental group and follow State Department rules for accepting and executing passport applications. Those libraries would be allowed to collect and retain the passport execution fee for applications they accept. The bill would also require the Secretary to reauthorize any public library that before enactment served as a passport acceptance facility and was in compliance, not later than 30 days after enactment, and to send a report to Congress within the same 30-day period documenting compliance or explaining any noncompliance.
