Sponsored By: Senator Budd, Ted [R-NC]
Introduced
Summary
Expands and speeds up a U.S.-Israel defense technology partnership. This creates a Department of Defense initiative to identify Israeli-origin and jointly developed technologies and move them into U.S. systems, co-production, and training across ten technical domains such as missile defense, artificial intelligence and quantum, cyber defense, biotechnology, directed energy, and counter-unmanned systems.

- U.S. military and warfighters benefit from faster identification and integration of operationally useful Israeli or jointly developed technologies and from joint training to improve readiness.
- U.S. and Israeli industry gain frameworks for joint ventures, licensing, and United States-based co-production and manufacturing partnerships to transition tech into acquisition pathways.
- Researchers, universities, and private developers get coordinated collaborative research opportunities across government and industry while protecting sensitive technology, plus an interim progress update in 180 days and annual reports with unclassified public updates.
*Authorizes $150 million each year for FY2027–2029, totaling $450 million in authorized funding, which increases federal spending over that period.*

U.S.-Israel defense tech initiative
If enacted, this bill would require the Secretary of Defense, with the Israeli Minister of Defense's concurrence, to set up a U.S.-Israel Defense Technology Cooperation Initiative. The Initiative would speed joint research, testing, prototyping, and transition of Israeli-origin or jointly developed technologies into U.S. systems across areas like missile defense, AI, cyber, biotech, and counter-unmanned systems. The Secretary would coordinate with the Secretaries of State and Commerce and other agencies and protect sensitive technology and export-controlled information. The bill would authorize $150,000,000 for each fiscal year 2027, 2028, and 2029, require a 180-day interim progress update, and require annual reports (with a possible classified annex) and public unclassified updates on DoD websites.
