More USDA farm loan access
If enacted, the bill would expand who counts as an operator for USDA farm real estate, operating, and emergency loans. It would replace each "a majority" test with "at least a 50 percent" ownership test so 50% owners could meet operator or owner-operator rules. The bill would let the Secretary define "qualified operators" and treat them as meeting operator requirements. It would allow an applicant that will be only the operator to qualify if one or more real-estate owners own at least 50% of the applicant. The bill would also let an embedded entity qualify if at least 75% of its ownership interests are owned, directly or indirectly, by qualified operators. The Secretary would be able to set an alternate percentage where appropriate.
