Show full summary
- Native families and tribal borrowers would gain a relending set-aside capped at $50.0 million per year for direct loans through Native community development financial institutions. Recipients generally must provide a 20% non-Federal match, with waivers for priority Tribal land, and operational grants equal to 20% of each direct loan.
- Community Development Financial Institutions would access a strengthened bond guarantee program with a $25.0 million minimum guarantee and a $1.0 billion annual cap, plus an extended authorization window for guarantees.
- The Funds capitalization tools would let it buy loans, provide guarantees, and create loan-loss reserves to boost liquidity and raise the award cap from $5.0 million to $20.0 million. The bill also requires Treasury reports and annual testimony on Fund operations to monitor effectiveness.

Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Mortgage capital for Native communities
If enacted, the bill would set aside up to $50,000,000 per year in direct loan capital for Native community development financial institutions. Native CDFIs would need to show they can originate and service single-family mortgages and normally provide a 20% non-Federal match, but that match would be waived for loans used by borrowers on priority Tribal land. Native CDFIs could get operational support grants equal to 20% of each direct loan, administrative costs would be capped at 3%, and $1,000,000 per year would be authorized for outreach in 2025–2027. Treasury must track activity and evaluate the set-aside within three years.
Bigger CDFI bond guarantee limits
If enacted, this bill would change the CDFI Bond Guarantee Program to make its rules clearer and last longer. The Secretary would not guarantee any single bond for less than $25,000,000. Total guarantees in any fiscal year would be capped at $1,000,000,000. The program’s authority would extend to the later of four years after enactment or December 31, 2030, and Treasury must report on effectiveness within three years.
More liquidity tools for CDFIs
If enacted, the bill would let the CDFI Fund buy loans, loan participations, and interests from community lenders. The Fund could also give guarantees, loan loss reserves, and other credit enhancements to improve CDFI liquidity. The funding cap in one subsection would rise from $5,000,000 to $20,000,000 and a prior 3-year award limit would be removed. Treasury must report to Congress within one year after first assistance and annually, and must deposit proceeds back into the Fund.
