Show full summary
- If a report finds cooperation, the President must impose two sanctions within 30 days: designate the Polisario Front as a foreign terrorist organization under the Immigration and Nationality Act (INA) section 219(a) and apply the sanctions available under Executive Order 13224.
- The Secretary of State would submit annual unclassified reports to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs, beginning not later than 90 days after enactment. The first report must cover the prior 10 years and later reports cover the period since the previous report.
- Each report must determine whether the Polisario Front provided or received items such as armed support, weapons systems including man‑portable firearms, unmanned aerial vehicles and parts, systems to detect or engage airborne targets, or military intelligence including surveillance, targeting, signals or human intelligence and any derived analysis.

State Department reports and sanctions
This bill would require the State Department to give Congress an initial report within 90 days of enactment and a report every year after. The first report would cover the 10 years before enactment through the first report date; later reports would cover the time since the prior report. Each report would say, in unclassified form, whether the Polisario Front provided or received certain kinds of military support or intelligence from Iranian-linked terrorist groups. If a report finds such cooperation, the President would have to, within 30 days, designate the Polisario Front as a foreign terrorist organization and apply blocking and transaction sanctions under existing law and Executive Order 13224.
Who counts as Iranian or Polisario
This bill would define key terms used for the reports and sanctions. It would say an "Iranian entity" means either an "Iranian person" as defined in a named law or Hezbollah. It would say an "Iranian-affiliated terrorist organization" means an Iranian entity already designated as a foreign terrorist organization or as a Specially Designated Global Terrorist. It would define the Polisario Front by name (founded May 10, 1973) and any successor group. It would also say reports must go to the Senate Foreign Relations Committee and the House Foreign Affairs Committee.
