VA referral timing standard and reports

This bill would require the VA Secretary to set a timing standard measuring time from when a veteran's referral is entered to when the appointment happens. It would apply to appointments at VA facilities and to care in the community. The Secretary could change the standard as scheduling systems are updated. The VA would have to publish the standard in the Federal Register and on its website at least 30 days before creating or changing it. At least quarterly, the VA would report to Congress and post online the number and share of referrals meeting the standard by each VA facility. Each report would also show facility rates for the three-business-day VA scheduling goal and the seven-calendar-day community care goal, break results into the five most in-demand care types, and rank all VA medical centers by state. Each year the VA would include four-quarter totals, steps to improve timeliness, and an estimate of when it will be fully compliant.
