Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Create Endless Mountains heritage area

If enacted, the bill would create the Endless Mountains National Heritage Area in Pennsylvania. It would cover Bradford, Sullivan, Susquehanna, and Wyoming Counties and any parts of other Pennsylvania counties the feasibility study identifies. The Secretary of the Interior would set the exact boundaries based on that feasibility study. People who live, visit, or run businesses in the area would get federal recognition and a coordinating framework that could support tourism and preservation projects.

Federal help ends after 15 years

If enacted, the bill would end the Secretary of the Interior's authority to provide certain assistance to the Endless Mountains National Heritage Area fifteen years after the date of enactment. Until that termination date, the Secretary could continue to provide assistance under the named law. Local organizations, businesses, and projects that rely on that assistance could lose that federal support after the 15-year date.

Local group must file management plan

If enacted, the bill would name Endless Mountains Heritage Region, Inc. as the local coordinating entity for the heritage area. That nonprofit would need to submit a proposed management plan to the Secretary of the Interior for approval no later than three years after enactment. The plan would guide local projects and priorities. The requirement creates an administrative duty for the designated nonprofit while also aiming to coordinate benefits for local stakeholders.
