Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Tire chemical research task force
If enacted, the bill would direct DOT and EPA to ask the National Academy of Sciences to set up a 6PPD Task Force within 60 days. The Task Force would include federal agency designees (DOT, EPA, USDA, USGS, USFWS, NOAA, NIH, CDC), at least four western Tribal representatives, at least four private-sector reps (including two tire makers and two tire chemical additive makers), one environmental rep, at least two State reps from different States, and a university researcher with aquatic toxicology experience. DOT and EPA designees would serve as Co-Chairs and the Task Force would meet at least three times per year. The Task Force would coordinate research and data sharing, recommend federal funding to study 6PPD and safer alternatives, maintain an online repository for Tribes, state DOTs, MPOs, manufacturers, and the public, and report to Congress within 180 days and then annually.
Task force exempt from federal advisory rules
If enacted, the bill would state that the Federal Advisory Committee Act does not apply to the 6PPD Task Force. That would remove FACA's procedural and transparency rules for this Task Force. This could speed internal coordination but would reduce formal public oversight and transparency for outside stakeholders.
