New antitrust rules for residency matches

This bill would repeal the statutory antitrust exemption for graduate medical resident matching programs. Beginning on the March 18 that first occurs after the date of enactment of this Act, those matching programs and their participants would be subject to general federal antitrust laws and enforcement. Applicants, residents, medical schools, teaching hospitals, and match operators could face antitrust lawsuits or enforcement where the exemption once applied. Hospitals and match operators might also face higher legal and compliance costs. The bill does not provide new funding or new enforcement mechanisms beyond the repeal itself.
