Introduced
Summary
Public disclosure of private drug pricing agreements is the bill's main aim. It would require HHS to publish records for certain most-favored-nation and other confidential drug pricing deals entered on or after January 20, 2025, with a 30-day disclosure deadline after enactment.
Show full summary
- Patients and families would get more information and analysis. The Director of the Congressional Budget Office and the Comptroller General would jointly publish a report within 90 days after release that assesses economic and budgetary effects and estimates direct cost savings to individuals by insurance status.
- Drug manufacturers named in the bill, including AbbVie, Amgen, Eli Lilly, Pfizer, Novo Nordisk, and others, would see related records, communications, contracts, and metadata disclosed. HHS could withhold only proprietary pricing data or information protected by law and must publish a written justification for any redactions in the Federal Register.
- Congress and oversight bodies would receive a report within 15 days after the release listing all documents released and withheld and summarizing redactions and their legal basis.
- Federal programs and markets would be examined. The joint CBO and Comptroller General report would analyze impacts on Medicare, Medicaid, ACA exchange plans, drug price competition, the Federal Anti-Kickback Statute, and health plan formulary design.

Public release of drug deals
This bill would require HHS to post online, in a searchable downloadable format, records about covered drug pricing agreements. It would cover agreements entered on or after January 20, 2025 and require existing covered agreements to be posted within 30 days after enactment. The bill lists many manufacturer deals that meet the rules (for example, Pfizer on September 30, 2025; Novo Nordisk on November 6, 2025; AbbVie on January 12, 2026). HHS could only redact narrow proprietary pricing or pricing barred from disclosure by foreign law, and would have to publish written justifications for any redactions and say whether confidential pricing was provided by each manufacturer. The Secretary must give Congress a report within 15 days after the release listing documents released and withheld. Within 90 days after the release, CBO and the Comptroller General would jointly report on the agreements' economic and budget effects, including impacts on Medicare, Medicaid, ACA exchange plans, uninsured out-of-pocket costs, competition, and related program design issues.
